Provincial Council Chairman since 2015. During his term of office, an agreement was reached where nearly 10 years of disagreements between the Central Spanish and Basque governments about the quota [“Cupo”] payments were settled. The amendments of the Agreement approved in 2017 and 2021, as well as the five-year quota law for the period 2017 to 2021, were negotiated.

General Deputy of Bizkaia from 2003 to 2015. He negotiated the partial amendment of the Economic Agreement in 2007 as for the Foral Deputations to increase their competences in the Corporate Tax and the Value Added Tax. He promoted the procedures and final approval of the Organic Law 1/2010, Febuary 19, of amendment of the Organic Laws of the Constitutional Court and the Judicial Power, which sets up the so-called armour or blindaje of the Foral legal regulations or Normas Forales. The addition of new taxes such as the Gaming Tax or those incurred by the Electricity Sector was also negotiated.

General Deputy of Bizkaia from 1995 to 2003. He negotiated the partial amendment of 1997, by virtue of which the Foral Deputations assumed full competences in the Personal Income Tax and in the Excise Duties. He was one of the negotiators of the signature of the new Economic Agreement in 2002 and since then and for the first time there is no deadline clause within the Economic Agreement, being therefore of unlimited temporal duration.

General Deputy of Bizkaia from 1987 to 1995. He negotiated the adaptation of the Economic Agreement to the new regulation of Local Treasuries in 1990. Besides, he negotiated two partial amendments of the Economic Agreement, in 1990 and 1993, mainly concerning the Corporation Tax and the Value Added Tax.

General Deputy of Bizkaia from 1979 to 1987. He was a Commercial Law professor and an expert in taxation. He was the first General Deputy of Bizkaia who negotiated the restoration of the Economic Agreement in 1981 and the addition of the VAT in 1986.

President of the Provincial Deputation of Vizcaya from 1926 to 1930. He was a relevant carlist and Deputy in the Spanish Congress, Cortes, and in the Senate in 1919. He was appointed Provincial Deputy in 1926 and some days later, President of the Provincial Deputation. He used his contacts in Madrid to negotiate the regulation of the Economic Agreement in 1926.

President of the Provincial Deputation of Vizcaya from 1923 to 1926. He was one of the signatories of the manifesto by the Monarchist Association League in 1919. As a consequence of the liquidation of the Union Mining Credit and with the help of Horacio Echevarrieta, he negotiated the signature of a new Agreement in 1925, a year in advance of the due date.

President of the Provincial Deputation of Vizcaya from 1911 to 1913. He was a Liberal monarchist and in 1913 negotiated with the Minister of Finance the full application of the Economic Agreement to maritime companies.

President of the Provincial Deputation of Bizkaia from 1919 to 1921. He was the son of the industrialist Federico Echevarria. In 1920, he negotiated the adaptation of the Economic Agreement to the tax reforms implemented by the Minister of Finance and as result new tax figures, as the Tax on Mineral, were agreed.

President of the Provincial Deputation of Vizcaya from 1905 to 1907. He was the Earl of Urquijo and in 1906, being one of the closest persons to the King Alfonso XIII due to the fact that he was one of his weekly butlers, he convinced the King about the good intentions of the Basque proposal.

President of the Provincial Deputation of Vizcaya from 1989 to 1901. In 1900, he negotiated the amendment of the Economic Agreement as to include the tax measures approved by the central government. Besides, he was a successful bussiness man and the president of the company Papelera Española for 45 years.

President of the Provincial Deputation of Vizcaya from 1896 to 1898. He negotiated the voluntary gift for the years 1898-99 as to pay expenses of the war against United States. Thirty years earlier, he had taken part in the war in Cuba.

President of the Provincial Deputation of Vizcaya from 1892 to 1894. He was in very good terms with the Court and therefore had the chance to renegotiate the Economic Agreement twice: first, a partial amendment in 1893 and then, a new signature in 1894.

President of the Provincial Deputation of Vizcaya from 1886 to 1890. He was a well-known engineer and also an ideologist of the Biscayan industrialisation. He was the one who succeeded in signing again the Economic Agreement for the first time in 1886.
