On April 13, 2011 the Supreme Court announced its judgement in the appeal brought by the AEAT (Spanish Tax Authority) against the resolution of the Board of Arbitration of the Economic Agreement of June 19, 2009, which recognised the Historical Territory of Araba-Álava as the competent administration to collect the VAT payable on goods delivered by M.G. ROVER ESPAÑA, S.A. from January 1993 to December 2005. The Supreme Court judgement overturns the resolution by the Board of Arbitration of the Economic Agreement and declares that the competent authority to collect these amounts is the State tax administration.

Last 11^th of April, the ECOFIN Working Group D-5, Code of Conduct on business taxation; hold a meeting, in which a representative of the Basque Institutions, joining the Spanish State’s delegation, took part for the first time. This participation is due to the agreement between the Socialist and Nationalist Groups in the Congress, ratified by the Join Committee on the Economic Agreement in its meeting of 22^nd December 2010. The representative of the Basque Institution to attend the meeting was the senior official of the Foral Deputation of Bizkaia, Mr. José Rubi; General Technical Secretary of the Treasury and Finance Department.

The Instituto Universitario de Derecho Público de la Universidad Rey Juan Carlos de Madrid has published, within its collection Problemas Jurídicos Contemporáneos, the book “El privilegio jurisdiccional de las normas forales vascas” which analyzes in depth the legal debate on the approval of the 1/2010 Organic Law, February 19.

The UPV-EHU, in collaboration with Eusko Ikaskuntza, offers, among its courses and seminars, a distance-learning course, through the e-learning system, of 3,3 ECTS credits with the aim of going into the influence of the European Union Law on the execution of the tax regulation foral competence, paying attention to old debates and new challenges, pending issues and fresh grounds and perspectives.

The Basque Sociometer 44, of December 2010, has included among its questions some ones regarding the knowledge and opinion of Basque population about the Economic Agreement. Only 9 per cent of the interviewed persons affirm to know well the Economic Agreement and 42 per cent say to have heard of it but don’t have a good knowledge of the institution. 45 per cent (the same percentage as in 2002) admit not to have even heard of its existence.
